In 1948, a commission representing four countries (the United States, Britain, the Soviet Union, and France) arrived in Libya. Its purpose was to assess the opinions of the inhabitants of the three regions—Tripolitania, Cyrenaica, and Fezzan—regarding whether these regions should remain under the trusteeship of the Allied powers or seek independence. The commission consulted with various parties, including notables, local leaders, and others.
